Stephen Starr, head of Philadelphia-based Starr Restaurants, was named Outstanding Restaurateur at the gala ceremony. Winners are chosen by more than 600 judges, including past winners and select members of the food media.
Starr operates more than 30 restaurants on the East Coast, including several Buddakan, Morimoto, Continental, El Vez and Upland restaurants.

Philadelphia chef Michael Solomonov won the award for Outstanding Chef. He is the chef and owner of the modern Israeli restaurant Zahav.
Zachary Engel, chef de cuisine of Shaya, a modern Israeli restaurant in New Orleans was named Rising Star Chef of the Year, an award that goes to someone age 30 or younger.
Ghaya Oliveira of Daniel in New York City won the award for Outstanding Pastry Chef.
Topolobampo, the landmark Mexican restaurant in Chicago owned by Rick and Deann Bayless, was named Outstanding Restaurant. On the left is Dave Hardie, director of gastronomy for San Pellegrino.
Mark Furstenberg of Bread Furst in Washington, D.C., was named Outstanding Baker.

Philadelphia chef Greg Vernick of Vernick Food & Drink won the ward for best chef in the Mid-Atlantic, which includes Delaware, Washington, D.C., Maryland, New Jersey, Pennsylvania and Virginia.
New Orleans chef Rebecca Wilcomb of Herbsaint was named best chef of the South, a region that includes, Alabama, Arkansas, Florida, Louisiana, Mississippi and Puerto Rico.
The award for best chef in the Great Lakes region (Illinois, Indiana, Michigan and Ohio), went to Sarah Grueneberg of Monteverde in Chicago.
Best Chef in the Midwest (Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota and Wisconsin) went to Kevin Nashan of Sidney Street Café in St. Louis.
Marco Canora of Hearth was named best chef in New York City.
The team of Andrew Taylor, right, and Mike Wiley of Eventide Oyster Co., in Portland, Maine, were named best chefs in the Northeast, which includes New England and New York State, excluding New York City.
Gabrielle Quiñonez Denton and Greg Denton of Ox in Portland, Ore., were named best chefs in the Northwest, which includes, Alaska, Idaho, Montana, Oregon, Washington and Wyoming.
Steven Satterfield of Miller Union in Atlanta was named best chef in the Southeast, which, besides Georgia, includes Kentucky, North Carolina, South Carolina, Tennessee and West Virginia.
Hugo Ortega of Hugo’s in Houston was named best chef in the Southwest (Arizona, Colorado, New Mexico, Oklahoma, Texas and Utah).
Corey Lee of Benu in San Francisco was named best chef in the West, which includes Hawaii and Nevada, as well as California.
